Murakawa, a Tokyo yakuza tiring of gangster life, is sent by his boss to Okinawa along with a few of his henchmen to help end a gang war, supposedly to mediate between two warring clans. He finds that the dispute between the clans is insignificant and whilst wondering why he was sent to Okinawa at all, Murakawa’s headquarters are bombed and he and his gang are ambushed.

The story begins in April 1986 and is set during the days of the bubble economy. Kaidou Akira comes from a wealthy background and is the heir of a large company Tokai Yuusen. Keisuke Ninomiya (Yu Yokoyama) works as a construction consultant. Through his work, he becomes acquainted with yakuza Yasuhiko Kuwabara (Kuranosuke Sasaki). One day, film producer Koshimizu brings a movie investment proposal to yakuza leader Shimada.
